Consultancy Services over a period of 12 months to DIFC in Joint Venture with Place Community Managers:

The Development

Mixed-use Financial Services district located adjacent to Sheikh Zayed Road which includes provision for:

  • Approximately 45 hectares of land under development (5 million sq.ft.)
  • Approximately 40 high & medium rise Towers
  • Built up area of approx. 4 million sq.m
  • 45,000 knowledge workers
  • 32,600 car parking spaces

The development includes commercial office towers, hotel (Ritz Carlton), residential apartments, extensive retail & hospitality facilities and a central underground Services Tunnel.


Combined FM Consultancy Services with Place Strata Management which included:

  • Review of DIFC Master Plan
  • Review Governance and Management Structure Plan for Community Services
  • Review Master Community Declaration (MCD) and preparation of new MCD
  • Review Sales & Purchase and Tenancy Agreements (SPA’s)
  • Review existing FM Service Contracts for Common Areas – Community Services and Truck Services Tunnel (Idama and Oger Dubai) including Community assets & services for Maintenance, Specialist Engineering & Life Safety Systems, Cleaning, Security and Waste Management
  • Review Empower District Cooling Concession Agreement
  • Preparation of pro-forma best practice Service Level Agreement for O+M Contractors (including Conditions of Contract, Hard & Soft FM Service Specifications and Performance Parameters)
  • Prepare Community Service Charge Model (2 No.)
  • Prepare Truck Tunnel Service Charge Model (2 No.)
  • Prepare Sinking Fund Models (2 No.) and allocation / apportionment of Service Charges
  • Prepare Community & Truck Tunnel Management Statements
  • Prepare Modelling End Users Manual and provide training to DIFC staff on application and use of 4FMS Service Charge Models
  • Produce Strategic Operations Management Plan
  • Detailed process flow for all requirements to establish Management Associations for issue to Developers, Building Owners & Tenants
  • Develop Pro-Forma draft Management Agreement and Owners Association Constitution
  • Develop public relations strategy (from FM Implementation Plan) to educate plot sub-developers and Owner Association Boards on DIFC Master Community and Truck Tunnel issues and obligations
  • Prepare 1st Community Service Charges and pro-forma invoices for all building and plot owners and presentation to owner representatives and tenants
  • Develop Client’s FM & Property Management structure, job descriptions and service responsibilities including billing & collection of Community Service Charges
