4FMS was appointed by TWM (owners and developers of the resort) to prepare FM Output & Input Specifications for Build, Own and Operate 2 separate 20 year Concession Agreements for:

Serviced Accommodation

Preparation of detailed Output Specifications for integrated services for Accommodation Complex for 2,500 hotel, marina and golf facility employees including Specifications for:

  • Design, Procurement, Construction and Commissioning of Accommodation Buildings, Utilities, Amenities & Facilities requirements
  • Management and Administration Services
  • Operations and Maintenance – Infrastructure, Utilities and Social, Recreational, Retail Amenities, Buildings and Facilities
  • Residents Laundry Services
  • Residents Catering Services
  • Residents Transportation Services
  • Residents Cleaning Services
  • Security Services
  • Landscaping and Irrigation Services
  • Quality Management System and Services
Central Laundry Facility
  • Output Specifications for new 30 tonne per day Central Laundry Facility including:
  • Design, Procurement, Construction and Commissioning of Building, Utilities, Amenities & Facilities requirements
  • Management and Administration Services
  • Central Linen, Laundry and Dry Cleaning Services
  • Operations and Maintenance Services
  • Transportation and Logistics Services
  • Management Information Systems
  • Payment Mechanisms & Pricing Schedules
Project Agreements
  • Review Client generated Project Agreements for both Facilities including recommendations for re-drafting Concession Agreements based on Public Private Partnership (PPP) principles.
Request For Proposals (RFP)
  • Prepare RFP’s for both Accommodation & Laundry projects including Instructions to Bidders, Scope of Services, Output Specifications, Off-take requirements, development phasing plan and specifications for Accommodation and Laundry Service requirements.
  • Liaison and consultation with hotels, Marina & golf operators on design, operational and commercial parameters.
Evaluation Criteria
  • Develop Bidders Technical Evaluation Criteria and Points System
Tender Evaluation
  • Review & response to Bidders clarification queries
  • Technical Evaluation of Bidders submissions for Design, Build, Operate both Facilities

Purpose of above was:

  • To provide the Client with the Service Specifications to be part of the 2 separate Project Agreements for the Accommodation & Laundry Services with a single Developer / Operator to design, build, own and operate both projects on a 20 years concession basis
  • The Serviced Accommodation is to be provided for some 2,500 employees of the various Operators at The Wave, Muscat including Kempinski Hotels & Resorts, Fairmont Hotels & Resorts, Mourjan Marinas and Dubai Golf as well as 2 additional hotels to be provided within The Wave, Muscat mixed-use development
  • The Central Laundry Facility is to be provided for The Wave, Muscat and 3rd Party Hotel Operators for Guest Linen, Laundry and Dry Cleaning Services
